British PM wants us to waste less food and buy less. Is this the start of a campaign for food rationing?

Those of us old enough to remember will recall that under the labour government food was rationed at a lower rate after WWll than it was during the worst of teh war and did not cease until about 1953 long afterthe defeated enemy has dispensed with it.
