Why do people say the USA invaded Iraq to overthrow Saddam Hussein, because he was a tyrant & dictator....?

...and used nerve gas against his own people. He was a tyrant & dictator in the 80's when the USA was his best mate and selling him arms & the same chemical weapons he used against Kurds & Iranians, so where was their concern for the good citizens of Iraq then?
