Why are we spending $4.5 Billion in reparations to black farmers and Indians?

We are broke. I never had a slave. I have nothing against blacks or Indians. My parents nor their parents took land away from anyone. So why is my Tax money going towards this. We have been taking care of these people for years. Medicaid, subsidized housing, checks from the gov., food stamps. Can we now cut off those services since we are obviously paying them out right.
